PAVEL DEGTIARENKO, GENERAL DESIGNER OF YUZHNOYE SDO DIVISION-1, IS THE WINNER OF THE JOB CONTEST FOR THE POSITION OF CHAIRMAN OF STATE SPACE AGENCY OF UKRAINE
The Committee on top civil-service employees of the National Agency of Ukraine on Civil Service conducted the job contest for the A-category vacant position of Chairman of State Space Agency of Ukraine on 20 June 2017 under part 2 of the article 23 of the Law of Ukraine on Civil Service and the Decree of the Cabinet of Ministers № 323-р of 18 May 2017.
The following people were candidates for the vacancy:

Nine candidates were present in the contest; after being tested and solving situational tasks, four candidates received the highest grades and were allowed to take the job interview:
• Sergiy Kapshtyk – 2 points for tests and 4.37 points for solving situational tasks
• Valery Borovik – 2 points for tests and 3.37 points for solving situational tasks
• Pavel Degtiarenko – 2 points for tests and 4.0 points for solving situational tasks
• Denys Gurak – 2 points for tests and 4.12 points for solving situational tasks
• Pavel Degtiarenko – 5.75 points
• Sergiy Kapshtyk – 5.12 points
• Valery Borovik – 5.50 points
• Denys Gurak – 2.89 points
Only three candidates received 5 points needed after the interview and took part in the last stage of the contest – the rating scoring.
Total rating:
1. Pavel Degtiarenko – total score 11.75
2. Sergiy Kapshtyk – total score 11.49
3. Valery Borovik – total score 10.87
Hence, the winner of the contest to fill in the position of Chairman of State Space Agency of Ukraine is Pavel Degtiarenko, Chief Designer and Head of Rocket and Space Launch Systems System Engineering of Yuzhnoye SDO. His candidacy has to be approved by the Cabinet of Ministers.
The second candidate was Sergiy Kapshtyk, Assistant Head of National Center for Control and Test of Space Facilities.
Under the Law on Civil Service, the first two candidates are to be presented to Cabinet of Ministers of Ukraine; if the winner of the contest leaves his position during a year the second candidate can apply for the position without any additional contests.

The Agency manages 26 companies and organizations of space industry.
According to SSAU, practical restructuring of the state enterprises is one of the primary tasks of national space-rocket industry in near-term outlook.
Pavel Degtiarenko was born on 6 September 1962 in Smela, Cherkasy Oblast.
He finished high school №2 in Vinnytsia in 1979; in 1985 he graduated from Leningrad military and mechanical institute, his speciality was aircraft engines.
Pavel Degtiarenko has been working at Yuzhnoye SDO since July 1985. He began as engineer and became Chief Designer and Head of main scientific and technical division for Rocket and Space Launch Systems System Engineering at Yuzhnoye SDO.
He personally contributed to:
– development, testing and manufacturing organization of 15А18М rocket;
– realization of Sea Launch and Land Launch international space projects that used Zenit Launch Vehicle;
– execution of commercial contract between Yuzhnoye SDO and US company Orbital on creation of Antares LV;
– creation of launch complex elements for Ukrainian and Brazilian joint project on Cyclon-4 space launcher;
– design, development of design documentation, testing and manufacturing organization of different modifications of YMZ trolleybuses, more than a thousand of which carry passengers;
– development and development testing of the new city trolleybuses and busses with low floor level that are adjusted to carry disabled people in wheelchairs on the public routes under the Government program of barrier-free environment for disabled people.
Under the leadership of Pavel Degtiarenko, a system was developed to design, construct and release items to manufacturing with the use of 3D-modelling; Product Data Management System was implemented to monitor the stages of item life circle, modify and analyze the data and documentation status.
Pavel Degtiarenko is a skillful organizer, who has a responsible attitude to finding engineering solutions, completing and bringing them to perfection. He pays special attention to preparing young successors.
For his achievements in work he repeatedly received special mentions in the company management orders and was put on the company honor roll. He was awarded a Medal of Mikhail Yangel (2001), received a Letter of Commendation from President of Ukraine (2004), and was awarded a title of Honorable worker of space industry of Ukraine (2007).
For his great contribution to development of national mechanical engineering Pavel Degtiarenko received a Commendation of Prime Minister of Ukraine (2013) and was awarded a title of Honorable mechanical engineer of Ukraine (2016).
He is respected and valued by the employees of Yuzhnoye and the cooperating Ukrainian and international organizations.
Pavel Degtiarenko made a great personal contribution to development and creation of new equipment for space-rocketry and national economy, promoted the international prestige of Ukraine as a space state.
